Regulation (EC) No 1907/2006 - concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH), which was formally implemented in the European Union on June 1, 2007, whose objects are substances, mixtures and articles including tens of thousands of chemicals and various downstream products used in chemicals sold in EU market. In recent years, the EU's enforcement of REACH regulation has been strengthened. Enterprises should investigate the content of SVHC in products so as to calmly respond to the relevant responsibilities and obligations required by the regulation.

Brief introduction of enterprise responsibility and obligation as below:

 Any producer or importer of articles shall notify ECHA within six months after a substance is identified as SVHC, if both the following conditions are met:

(i)the substance is present in those articles above a concentration of 0.1 % weight by weight (w/w);

(ii) the substance is present in those articles in quantities totalling over one tonne per producer or importer per year.

The supplier of a substance or a mixture containing a SVHC substance in a concentration above 0.1 % weight by weight (w/w) shall provide the recipient of the substance or mixture with a safety data sheet(SDS). Any supplier of an article containing a SVHC substance in a concentration above 0.1 % weight by weight (w/w) shall provide the recipient of the article with sufficient information, available to the supplier, to allow safe use of the article including, as a minimum, the name of that substance. The relevant information shall be provided, free of charge, within 45 days of receipt of the request.

From January 5, 2021, Companies supplying articles containing substances of very high concern (SVHCs) on the Candidate List in a concentration above 0.1% weight by weight (w/w) on the EU market have to submit information on these articles to ECHA. The notification should show the minimum article with SVHC content exceeding 0.1% in the complex articles, and show the position of the minimum article in the complex articles.
