      Service Background

      The Chemical Substance Control Law of Japan, abbreviated as CSCL, was promulgated in 1973 to control the risk of industrial chemicals produced or imported within Japan. CSCL classifies chemical substances into two categories for management: existing chemical substances and new chemical substances. For new chemical substances, it is necessary to notify the government and evaluate them before import and manufacturing. For existing chemical substances, it is mandatory to conduct annual reports on production or import quantities and usage, and based on the hazards and exposure levels of chemical substances to human health or the environment, Subdividing existing chemical substances into multiple different regulatory types, among which the class I specific chemical substance management requirements are the most stringent and also the category that requires the focus of enterprise attention in the category of goods.

      For the control of class I specific chemical substances, in principle, the production/import or use of such substances is prohibited. For special situations where they are used as essential raw materials, production and import must be approved by special permits and comply with relevant technical standards.
